Council Chambers
600 Tomlinson Drive
Port Elgin, Ontario

November 17, 2025 Regular Council (Planning) Minutes were approved at the December 8, 2025 Regular Council Meeting.

The purpose of the application is to facilitate the development of three apartment buildings with 245 residential units on Block 258 of the current Draft Approved Plan of Subdivision. A Zoning By-law Amendment is proposed to provide relief from the lot area, building height, and landscaped open space provisions of the Zoning By-law. A minor revision to the Draft Approved Plan of Subdivision is proposed to allow for the development of the apartment buildings on three separate lots.

The purpose of this public meeting is to present the proposal to Council and to obtain feedback from Council and the community. At a later date, staff will present a recommendation report which will also address comments arising from this meeting.

  • Recommendation:

That Minor Revision to Draft Plan of Subdivision - 41T-2016-02.46 and Zoning By-law Amendment - Z-2025-047 (Bluewater) by Barry’s Construction and Insulation Ltd. be received for information.

The purpose of the application is to sever a +/- 1147 m2 residential lot from an existing +/- 2880 m2 residential lot. If approved, the application would facilitate the creation of a vacant residential lot at 28 Jay Street. There is a proposed condition of consent which would require the proponent to enter into an agreement with the municipality regarding the level of onsite wastewater treatment that would be required for the property. Town staff recommended a report be bought forward to Town Council confirming agreement with the proposed conditions.

  • Recommendation:

That Town staff be authorized to sign the Request for Verification attached for Consent - B-2024-086 (Taylor) and return the same to the County of Bruce.

Conditional Approval has been granted by the County of Bruce to sever two vacant residential lots from 395 High Street. A new fourplex building is proposed on each of the proposed severed lots. To develop the lands appropriately, municipal servicing must be extended from High Street along Grenville Street South to the southerly extent of the property. The By-law and Subdivision Agreement are included in the By-law Section of the Agenda.

  • Recommendation:

That Council adopt By-law 116-2025, a By-law to authorize a Subdivision Agreement with 12038242 Canada Inc. (Derek Meyers) to service the lands known as 395 High Street, Southampton.

It is recommended that Council move into a Closed to Public Session:

  • To receive a Legal Update that discusses legal advice that is subject to solicitor-client privilege on litigation or potential litigation; and,
  • To discuss and provide direction or instructions to ongoing negotiations on behalf of the municipality.
  • Recommendation:

That Council move into a Closed to Public Session in accordance with the Municipal Act, 2001, Section 239 (2):

    (e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; and,
