Mayor L. Charbonneau called the meeting to order at 6:30 p.m.

Deputy Mayor Huber read the Land Acknowledgement.

No pecuniary interests were declared.

Council received a Planning Report to consider amendments to the Town of Saugeen Shores Official Plan and Zoning By-law.

A discussion was held regarding the regulatory framework for the Zoning by-law Amendments and Amendments to the Local Official Plan. Impacts on the community were referenced and how these amendments would be implemented. The questions raised by Council were answered by staff, and Council amended the recommendation to include direction that staff bring back all Zoning By-law Amendments recommended as of August 26, 2024, in phases, as recommended by staff in the Planning Report.

Council discussed Amendment 50 which speaks to nitrate studies required for Additional Residential Units. It was suggested that this Amendment be deferred until the County completes their work on the County Official Plan.

Council also continued to prioritize making affordable housing easier to develop in the municipality.

    That Council adopt By-law 81-2024, for Local Official Plan Amendment L-2024-007 (Saugeen Shores), and that it be forwarded to Bruce County for approval;

    That Council approve Zoning By-law Amendment Z-2024-025 (Saugeen Shores) and By-law 82-2024; and further

    That Council direct staff to bring back all Zoning By-law Amendments recommended as of August 26, 2024, in phases, as recommended by staff in the attached report.

The completion of Kovac Lane and development adjacent to the lane allow the Town to lift the Holding provision for lands fronting on the new road. The By-law to remove the Holding “H” provisions is included in the By-law section of the agenda.

    That Council adopt By-law 83-2024, a By-law to authorize the lifting of the holding provision on LOTS 21,22 & PT 20 W GREY RP;3R4168 PT PART 8 (Southampton).

Phase 7, Stage 2 of the Summerside Subdivision (Plan 3M-265) has become eligible for assumption by the Town as the relevant Subdivision Agreement requirements have been met. This is a regular step in the subdivision development process. The By-law is included in the By-law section of the Agenda.
