Mayor L. Charbonneau called the meeting to order at 6:30 p.m.

Deputy Mayor Huber read the land acknowledgement. 

No pecuniary interests were declared.

Council received a Planning Report regarding a Zoning By-law Amendment to facilitate a severance which will be considered by the County at a later date. The Zoning By-law Amendment would reduce the 'minimum lot area' for the severed parcel and reduce the 'minimum exterior side yard' to permit a larger dwelling on the severed lot than otherwise allowed. 

Mayor Charbonneau declared the public meeting open and indicated the purpose of the public meeting.

Mayor Charbonneau asked if any members of the public would like to address Council on this matter.

Ron Davidson, Agent for Applicant provided a brief overview of the application. 

There were no other members of the public wanting to speak to Council.

There were no additional written submissions. 

Council members had the following clarifying questions:

  • A question regarding the garage placement was raised, it was clarified that the configuration could be changed in the future.
  • It was clarified that the severed parcel would not have to be a single storey, it could have a two storey dwelling according to the zoning of the parcel. 
  • A question was asked regarding zoning, it was confirmed it is R-1 which allows up to four residential units on one lot.
  • A question was raised regarding the location of the shed, it was clarified that there was a formal survey done, therefore the drawing is accurate in terms of the set back.  

In the absence of any further questions, Mayor Charbonneau declared the public meeting closed.

Council noted that application fits the character of the neighbourhood well, and it is good residential infilling.

    That Council approve Zoning By-law Amendment Z-2024-066 (Mackintosh) and By-law 07-2025.

Council received a report regarding the Draft Cultural Heritage Master Plan (CHMP), outlining the key recommended actions to conserve cultural heritage resources in Saugeen Shores.

Council provided feedback on the CHMP regarding important landmarks to include, the timeline for Local Official Plan Amendments, the potential for exploring Form Based Zoning, and there were suggested programs based on the CHMP. Suggestions were also made regarding how to improve the format of the report. There were concerns raised regarding the inclusion of language allowing someone other than the property owner being able to submit an application for a Heritage Designation on their property.

The Town of Saugeen Shores’ current Site Pan Control Area By-law does not include lands zoned Business Park (BP). An amendment is proposed that will allow the Town to require land within the BP zone to be subject to the Site Plan Control approval process. 

  • That Council adopt By-law 08-2025, a By-law to authorize an amendment to the Site Plan Control Area By-law to add the Business Park (BP) zone.

The holding provision can be removed from the subject lands, as Section 41 of the Planning Act no longer allows for developments that will be 10 residential units or less to be subject to Site Plan Control, and the servicing allocation for Phase 3 of the Woodlands Subdivision (S-2021-002) has been completed to the satisfaction of the Town. 

  • That Council adopt By-law 09-2025, a By-law to remove the Holding “h” provision from the lands described as LTS 1 TO 15, BLKS 16 TO 19 AND ACTON DRIVE on DRAFT PLAN OF SUBDIVISION dated February 28, 2024 by Brent England, OLS, of PT LTS 46, 47 AND 48, LAKE RANGE, (Saugeen Township), Town of Saugeen Shores; being part to PIN 33268-1390(LT).
