Mayor L. Charbonneau called the meeting to order at 6:30 p.m.

Vice Deputy Mayor Myatt read the land acknowledgement. 

No pecuniary interests were declared.

Council received a report regarding the Town of Saugeen Shores joining 214 other municipalities in being designated by the Province as having Strong Mayor Powers on May 1, 2025. The report provided Council and the public with information on these powers and outlined the intended approach the Town will take to implement the changes.

John Mascarin provided an overview of the Strong Mayor Power legislation.

Council discussed the report, legislation and asked John Mascarin and the Clerk clarifying questions around time lines, conflicts of interest,  staff resources, funding, resources or training to be provided to Council, the new Budget process, and delegating authority back to the CAO, staff and Council.

Council received a report regarding the draft Cultural Heritage Master Plan (CHMP) they received on January 20, 2025, and provided comments. The draft was posted for final public comments and was brought to Council for final consideration.

Council discussed the proposed Cultural Heritage Master Plan and its implementation. Third party designation applications were discussed as Council had raised concerns with this at the previous meeting.  It was indicated that a policy will be brought forward to Council to assist with heritage designations. It was suggested that in the interim prior to a policy being implemented, that all heritage designations would come to Council prior to being pursued by the Municipal Heritage Committee.

    That while a policy for heritage designations is being developed that all designations are to be brought to Council before they are pursued by the Municipal Heritage Committee.

Council received a report regarding the Bluewater District School Board (BWDSB) who adopted Administrative Procedure Holding Zones and Holding Schools (AP 3101- D) on November 27, 2024. The report outlined the procedure and potential future impacts to the Town.

A suggestion was made to invite BWDSB representatives to meet with Council to provide updates and have a discussion regarding Holding Zones and Holding Schools.

Council indicated that the Town of Saugeen shores opposes holding zones that would move students to schools outside of Saugeen Shores.

As part of the Subdivision Agreement for Hampton Woods, the developer agreed to provide at least 11 dwellings to be available as rental. An agreement was required to be executed with the Town to affirm this requirement.

  • That Council authorize the Director, Development Services to enter into a 10-year Rental Agreement with Hampton Woods Development Inc. in relation to requiring at least eleven 11 dwelling units within the Hampton Woods Subdivision.
