Mayor L. Charbonneau called the meeting to order at 6:30 p.m.

Councillor B. Halpin read the land acknowledgement. 

No pecuniary interests were declared. 

None

Councillor C. Grace, Chair of the Municipal Heritage Committee, introduced this year's Heritage Conservation Award recipient Sheila Latham. 

The Committee heard a delegation from residents Lynn Carty, Stuart Silcox, and Aidan Tracey regarding dogs on the beaches. 

The Committee heard a delegation from John Miller, President, and Joanne Robbins, Coordinator,  regarding the 2024 Port Elgin Pumpkinfest. 

The Variance to Budget report provides Council with a forecast of the financial operating results for the Town as of June 2024. The actual net income through the second quarter of the year is $15.4 million and the year-to-date variance to budget is forecasted to have a lower net income of $0.2 million.

  • That Council receive the 2024 Second Quarter Variance to Budget report for information.

This report updates the Town’s Connecting Links Multiyear Plan approved by Council on September 25, 2023, and outlines the planned 2025-2026 Connecting Links application (Intake 10).

An item suggested for consideration included a pedestrian crossover facility for McNabb Street, which requires approval from the Province. 

  • That Council approve the Revised Connecting Links Projects - Multiyear Plan, supporting applications for funding to Intake 10 (2025-2026) for the following two projects:

    1. Resurfacing of Highway 21 from South Street to Craig Street (Southampton Section).

    2. Turner Street (Bruce Road 13) and Hwy 21 Intersection Improvements Project; and

    That Council approve funding of $449,900.00 for the municipal contribution component (10%) for 2025-2026 Connecting Links (Intake 10) planned projects; and

    That Council authorize the Clerk and Mayor to sign the funding agreements for Connecting Links 2025-2026 (Intake 10), if approved by the Ministry.

The intent of this report is to outline a synopsis of 2024 Road Projects from a financial perspective. Council is being asked to approve a fund transfer of $350,000.00 to the 2024 Asphalt Resurfacing (310-86343) from the savings of Hemlock Street (320-86791) Project and Chesley Street (320-86793) Project.

  • That Council approve a fund transfer of $350,000.00 to the 2024 Asphalt Resurfacing Project from savings on the Hemlock Street Project and the Chesley Street Project.

    That Council endorse the resolution from the Town of Plympton-Wyoming regarding Underserviced Cellular Communication Services in Rural and Urban Centres; and

    That this resolution be circulated to the Minister of Foreign Affairs of Canada Melanie Joly, the Minister of Export Promotion, International Trade and Economic Development of Canada Mary Ng, the Minister of Innovation, Science, and Industry of Canada Francois-Phillip Champagne, Innovation Science and Economic Development Canada, Premier Doug Ford, MP Ben Lobb, and MPP Lisa Thompson.

    That Council endorse the resolution from the Township of Stirling-Rawdon regarding Public Sector Salary Disclosure; and

    That this resolution be circulated to Premier Doug Ford, the Minister of Municipal Affairs and Housing Paul Calandra, the Association of Municipalities of Ontario, and MPP Lisa Thompson.
