Deputy Mayor D. Huber called the meeting to order at 6:30 p.m. with a moment of silence in recognition of Remembrance Day. 

Councillor B. Halpin read the land acknowledgement. 

No pecuniary interests were declared. 

None.

The Committee heard a delegation from Graham Martin, Executive Director for the Saugeen Memorial Hospital Foundation regarding the 2024 Gran Fondo Update. 

Requests were referred to staff, which included spreading awareness of the event and waiving the rental fee for the Gran Fondo weekend. 

The Committee heard a presentation from Dela Avle, President of the Saugeen Rail Trail Association regarding its annual update. 

The 2025 requests referenced on slide three of the delegation presentation were referred to staff. 

Ruhul Amin, Manager of Engineering provided an update regarding Highway 21 and the Rail Trail crossing. 

The Committee heard a delegation from Odette Bartnicki of the Canadian Federation of University Women Southport regarding the National Day of Remembrance and Action on Violence Against Women. 

The 34th annual Vigil to mark the National Day of Remembrance and Action on Violence Against Women is scheduled for December 6, 2024, at noon at Coulter Parkette.

A request was made to staff to lower the Town flags for this event, as done in previous years. 

Included in the 2024 Business Plan as a Major Initiative, the draft Aquatic and Wellness Centre (AWC) Operations and Management Plan is presented for Council review and feedback. The draft Plan is the result of advancing the AWC Activation and Transition plans throughout 2024 and focuses on key operational areas highlighted within this report. This report seeks Council’s feedback on the draft Plan with a final version to be presented in Quarter 2 of 2025.

It was suggested to include a cardiac rehab program.

  • That Council receive the draft Aquatic and Wellness Centre Operations and Management Plan report for information.

The Town is updating its Asset Management Plan to meet the requirements of O. Reg. 588/17, focusing on establishing proposed Levels of Service by July 1, 2025. The update aims to integrate asset management into daily operations with help from Hemson Consulting. Objectives include creating an online survey for resident input, identifying measurable levels of service, developing tools for tracking these measures, to inform Asset Management and Financial Strategies.

The Committee heard a presentation from Christopher Balette, Associate of Hemson Consulting regarding the Proposed Levels of Service for Asset Management. 

  • That Council receive the Introduction to Proposed Levels of Service for Asset Management report for information.

The Town’s Ontario Community Infrastructure Fund (OCIF) Allocation for 2025 has been received and is set at $1,263,455. This represents a maximum 15% decrease from the 2024 Allocation of $1,486,418.

It was suggested to invite MPP Lisa Thompson to a future Council meeting.
